Annette Kelly-Whittle is a workforce development leader with over 20 years of experience in public service, project management, and business consulting. As Director of Programs at the BBOP Center,
she oversees the development and delivery of programs that equip Black and Brown entrepreneurs with the tools to grow thriving businesses.
Annette began her journey at BBOP as a contractor, providing entrepreneurship coaching, workshop facilitation, and operational support—including database and tech system development. Her dedication
and impact led to her transition into a full-time leadership role.
Annette launched her first business while in college and later worked for the City of San Bernardino Employment and Training Agency, where she deepened her expertise in workforce systems and
leadership. After leaving the City, she founded Whittle Enterprise, a consulting firm focused on workforce development and training. She also leads ventures in transportation and logistics. Her personal and professional experiences give her a unique understanding
of the entrepreneurial journey—insight that guides her work supporting business owners every day.
Annette holds a bachelor’s degree in Sociology, an MBA, and is a Certified Everything DiSC® Trainer. She is known for her thoughtful leadership, commitment to equity, and passion for creating
economic opportunity.
